Being litigation-prone helps at times

Is the world’s most populous democracy also the most litigation-prone, going by the sheer number of lawyers touting for clients outside the courts? The flames which lit up the night sky over IOC’s Jaipur depot for over 100 hours indicate that the answer is in the negative.
