In the Commons yesterday, Cameron challenged the prime minister to table a bill to implement the Kelly report. "to implement kelly, to clean up expenses, there are 11 separate measures that still need to be passed into law" Cameron said. Brown refused to commit himself to fresh legislation and Downing Street stressed the action that had already been taken
Mr Cameron said the speech was "just a labour press release on palace parchment"
