...When Bulgaria was granted European Union membership in 2007 it was told it would have to improve its waste infrastructure. The statement reads: "Community funding is available to upgrade the capital's waste infrastructure. 'However, while the Bulgarian authorities have been working towards making important new investments, a solution remains some years away.' The commission is 'most concerned' about a lack of a system and installations for the recovery and disposal of the city's household waste. A Bulgarian Government spokesman said: 'Most of the relevant administrative infrastructures necessary for the implementation and enforcement are in place and are operational. 'Their capacity has been subject to strengthening; some new structures are being established.'"
