"You as chief officers deal with risk and maintain resilience almost as you breathe. It is the very nature of your job, and I have no doubt that you will make the best of every challenge thrown at you. The very strength of British policing is its ability to cope with pressure, with the unexpected, with chaos, and to maintain order. "But you should be able to focus on the risks from changing society, organised crime or terror, rather than having to cope with risks inflicted by your own government. "I don't think Ministers have any idea of the cumulative risks their own policies are creating. It is incompetent and careless. Something, somewhere will give and communities will pay the price." She outlined how a 16,000 officers across England and Wales had been lost thanks to a 20 per cent cut in the budget, about 5,000 from response units which deal with 999 calls. She said the Government had eroded police powers to use DNA evidence and ASBOs and also lamented the 'chaotic rush' to privatise many police functions. The axing of the Forensic Science Service and the Government's handling of reform of police pay and conditions were also highlighted. "Time and again, the Government has set out no vision, no strategy, and no assessment of the risks and it could go badly wrong," she told the delegates. Yesterday Home Secretary Theresa May said she would never criticise police who find new ways to cut costs while at the same timereducing crime. Greater Manchester Police is shedding 3,000 posts, nearly half of them police officers, as the force seeks to find savings worth £134m by 2"
